Digital Primorye LLC grows revenue by 14% but sees minimal profit in 2025

A ₽600M revenue surge masks thin profits for this Russian firm. Why are investors still waiting for dividends after five years?

Digital Primorye LLC grows revenue by 14% but sees minimal profit in 2025

Digital Primorye, the concessionaire and exclusive operator of paid parking in Vladivostok, has been steadily increasing its revenue but remains barely profitable for its owners—including VEB.DV JSC, a subsidiary of the state corporation VEB.RF, which joined the shareholder list in December 2025, reports PrimaMedia news agency.

In 2025, Digital Primorye LLC generated ₽617 million in revenue—a 13.8% increase from 2024—with net profits amounting to just ₽102,000 (compared to ₽7,000 the previous year). Revenue from its Paid Parking Management Service (PPMS) reached ₽97.029 million in 2025, up from ₽74.5 million in 2024—a modest sum for a company managing paid parking operations. The bulk of its 2025 revenue, however, came from concession fees, totaling nearly ₽455 million (versus ₽429 million in 2024).

Unsurprisingly, with such slim margins, the company has yet to pay dividends to its shareholders.

Digital Primorye LLC was registered on January 10, 2020, by the Leninsky District Tax Inspectorate in Vladivostok, with an authorized capital of just ₽29,851. Officially, its core activity is "business and management consulting." As of January 1, 2026, the company employed 84 people.

Currently, the majority owner of Digital Primorye is Bonas LLC, a Moscow-based firm. Its founders—each holding 50% of the capital—are Sergey Kushnir (owner of Vladivostok-based Reklama-Media LLC and the specialized developer Sparta) and Anastasia Nikonova, a co-owner of several Moscow companies, including Vessolink Management Company LLC.

According to Vessolink's website, the company has operated in Russia since 1992. "Today, the Vessolink Group's priority is implementingSmart City/Regionprojects across Russia underpublic-private partnerships (concession agreements), aligned with theDigital Economyprogram and federal standards. (...) In these projects, Vessolink acts as a single partner, assuming the roles of integrator, investor, and operator. The group has successfully executed projects inKostroma and Ryazan regions, Rostov-on-Don, Sevastopol, and the Republic of Belarus," the company states.

As of late 2025, another 33% of Digital Primorye was owned by UK Far Eastern High-Tech Fund LLC, but by December that year, the company's stake had dropped to 11.165%. Meanwhile, two new shareholders emerged: VEB.RF's Far East branch (VEB.DV JSC, holding 11.602%) and the Moscow-based Venture Investments company, which acquired a 10.233% stake.
