Magadan utility slashes waste and boosts efficiency in federal trial success
A six-month federal project in the Magadan Region has delivered measurable improvements at Magadanteploset, a local municipal utility. The initiative, part of the national Labour Productivity programme, focused on streamlining operations and cutting waste. Officials have now declared the trial a success, with key gains in efficiency and resource management. Magadanteploset took part in the federal Labour Productivity project from late 2023 to mid-2024. The scheme targeted inefficiencies in emergency repairs, inventory handling, and workflow preparation. By the end of the programme, the utility had reduced obsolete stock by 17.1% through systematic write-offs and repurposing.
The overhaul of transport service planning cut preparatory work time by 30.3%. Workers also inspected more thermal utility wells per hour, pushing productivity growth 57.3% above the original target. Emergency and routine repair response times improved as a result.
The Federal Competence Centre reviewed the outcomes and confirmed the project’s effectiveness. Lean manufacturing tools introduced during the trial will now be rolled out to other regional enterprises. Vodokanal, Magadan’s water utility, is next in line, with its participation set to begin in May 2026.
The broader Labour Productivity project aims to extend similar programmes to 40% of medium and large non-resource sector businesses by 2030. Magadanteploset’s results demonstrate how targeted reforms can lift operational performance in public utilities. The lessons from this trial will now spread to other enterprises in the region, with Vodokanal preparing to adopt the same methods next year. The federal programme continues to expand, aiming for wider adoption across Russia’s core industries by the end of the decade.
