Sakhalin's bold 2025 reforms boost families, fertility, and healthcare access

Sakhalin Oblast has rolled out a series of major initiatives to support families and healthcare in 2025. The regional government made child welfare a top priority, introducing programs to assist mothers, expand fertility treatments, and improve medical services. These efforts have already shown measurable results in birth rates, childcare access, and disease detection. The 'Happy Motherhood' program launched this year to provide tailored support for pregnant women and new mothers facing challenges. It offers personalised guidance through pregnancy and early childcare, aiming to raise the social value of motherhood. By 2025, the initiative helped 36 women in difficult circumstances choose to keep their babies instead of giving them up.

A second IVF centre opened in Yuzhno-Sakhalinsk, doubling access to fertility treatments. Under the mandatory health insurance system, couples now receive free procedures, leading to a rise in births. In 2025, 118 children were born via IVF, up from 94 the previous year.

Housing support has also expanded, with 500 rental apartments set aside for young families planning children. These households will later qualify for preferential mortgages at just 2% annual interest. Meanwhile, childcare capacity grew significantly, adding 158 new nursery groups and over 9,000 daycare spots across the region.

On the medical front, 299 new doctors arrived in Sakhalin Oblast in 2025. AI-powered diagnostic tools were introduced, improving early detection of oncological and cardiovascular diseases by 10%. The regional government’s focus on family and healthcare has brought concrete changes. More children are being born through assisted reproduction, vulnerable mothers receive critical support, and medical advancements are saving lives. Governor Valery Limarenko’s policies have reshaped Sakhalin’s approach to social welfare and public health.
