Russians Can Now Cut Utility Bills for Time Spent Away From Home

Russian households can now apply for recalculations on certain utility bills if they were away from home for an extended period. The process covers specific services, but not all charges qualify for adjustments. Residents must provide proof of absence to request a review of their payments.

Cold and hot water supply, wastewater disposal, and solid waste removal are the main services eligible for recalculation. Gas supply may also qualify if the apartment lacked an operational boiler during the absence. However, heating and common property maintenance (ODN) remain billed at standard rates, regardless of occupancy.

To apply, residents must submit travel documents, proof of temporary residence, or other relevant paperwork. Requests can be processed by the property management company (UK), a homeowners’ association (TSZh), or a Multifunctional Center (MFC). In some regions, the regional waste operator handles recalculations for waste removal fees separately.

The recalculation system allows residents to reduce costs for unused services while away. Approved adjustments depend on the type of utility and the documentation provided. Those seeking changes must contact the appropriate authority with the required evidence.
