Kostanay Buys 1,034 Apartments to Ease Housing Crisis for Vulnerable Residents

Kostanay’s regional administration has announced plans to buy over 1,000 apartments for socially vulnerable residents. The move follows a policy shift from building rental housing to purchasing existing properties. Officials cite cost savings and efficiency as key reasons for the change. In 2023, local authorities abandoned construction projects in favour of buying ready-made flats. The decision came after repeated issues with unreliable contractors and rising expenses. Now, the region has allocated 18.8 billion tenge to acquire 1,034 apartments across three cities and 13 districts.

The apartments will be leased to those on the housing waitlist, which currently includes nearly 37,000 Kostanay residents. Meanwhile, the city’s mayor, Marat Zhundubayev, has pushed for an increased quota to secure more housing for those in need.

The new approach aims to provide faster housing solutions for vulnerable groups. With 1,034 apartments set for lease, the programme will reduce reliance on construction delays. The regional administration expects the initiative to ease pressure on the long waitlist.
