Italo Demands Fair Rail Access to Fuel Germany Expansion Plans
Italo is pushing for major changes to Germany’s rail capacity rules as it prepares to expand into the market. The Italian high-speed operator wants clearer, long-term agreements to secure its future services. A public hearing on the issue is now underway at the Federal Network Agency, with Deutsche Bahn and Flixtrain also involved. The company recently announced plans for a significant expansion in Germany. To move forward, Italo needs certainty on track access and service facilities. CEO Luca Cordero di Montezemolo has set a deadline of late May for clarity on capacity allocation.
Italo is not requesting special treatment but insists on basic investment security. The firm argues that new entrants should receive a guaranteed minimum share of capacity, rather than just leftover slots. It also wants access to commercial spaces and service facilities at stations. Time is running short for Italo to finalise its plans. The company must sign a contract for new Siemens trains by June to meet production deadlines. Without stable agreements, its expansion could face delays or complications.
The outcome of the Federal Network Agency’s hearing will shape Italo’s future in Germany. A decision on capacity rules is expected by the end of May. If approved, the reforms would allow the operator to proceed with its expansion and train orders on schedule.
