In Omsk, the wind picked up street dirt left over from winter, as it's impossible to clear it up in just a few days, even with regular weekend clean-ups, not to mention particles of soot, waste from gold mines, and industrial zones. This is the result of living in a megapolis. Remember, Dostoevsky wrote about Omsk, "Dusty and dirty town." The steppe and forests in Omsk region are mainly only in the north.
