Vladivostok court orders illegal wellness complex to be demolished

Vladivostok court orders illegal wellness complex to be demolished

A court in Vladivostok has ordered the demolition of the GorodOK aquatic and wellness complex after ruling it was built illegally. The decision, issued on 7 May 2023, requires the owner to remove the two-story building at her own cost. Officials found multiple violations in its construction and land use. The Primorsky Territory Commercial Court fully supported a lawsuit from the Vladivostok city administration. Geodetic surveys revealed that the 844-square-meter complex did not match the boundaries recorded in Russia’s Unified State Register of Real Estate. Part of the building—247 square meters—stood on land leased only between 2007 and 2014 for a temporary shop.

The court also noted that 597 square meters of the structure occupied land with unclear state ownership. Zanna Vasilenko, the individual entrepreneur behind the project, had never secured a construction permit or a commissioning certificate. As a result, the facility was deemed an unauthorised construction on land not zoned for such development.

The ruling confirms that Vasilenko must dismantle the entire complex herself. The decision follows evidence that the building violated land-use regulations and lacked proper documentation. City officials will now oversee the demolition process.
