Krasnodar cracks down on 47,700 cases of shadow employment in 2025

Authorities in Krasnodar Territory uncovered 47,700 cases of informal employment in 2025. The crackdown targeted schemes where workers receive untaxed cash payments or lack formal contracts. Nearly all those identified later registered properly, with only three refusing to comply. Informal employment in the region took two main forms. 'Black wages' involved workers with no official registration at all. 'Gray wages' saw employees listed on payrolls but with declared salaries far lower than their actual earnings, the difference paid in cash under the table.

The Federal Tax Service tracked violators through several methods. These included monitoring wage levels, analysing tax filings, and reviewing reports from citizens. Residents could flag suspicious activity via online platforms, hotlines, or local tax offices. Enforcement efforts focused on specific districts. Tbilissky, Pavlovsky, and Beloglinsky saw the highest number of interagency meetings to tackle the issue. Employers caught paying salaries off the books faced tax penalties, administrative fines, or even criminal charges. Workers paid under the table suffered the most. They lost access to social protections, job security, and legal guarantees. Meanwhile, the practice also drained public budgets and undermined fair competition among businesses. Most of those found working informally chose to register as self-employed. This shift brought them into the formal economy, ensuring proper tax contributions and legal safeguards.

The campaign in Krasnodar Territory resulted in 47,697 individuals formalising their employment status. The remaining three cases remain unresolved. By targeting untaxed wage schemes, authorities aim to protect workers’ rights and strengthen the region’s budget system.
