Heed the Call of Duty

Since it's the Year of the Defender of the Motherland, Mayor Vladislav Loginyov started off by discussing support for soldiers and their families. He highlighted that this duty has been assigned by the President himself. In 2024, Krasnoyarsk residents dispatched tons of humanitarian aid to the frontlines, while on a local level, families of military personnel received various forms of support.

New social benefits were introduced for the children of war veterans, and the first 150 kids got a free vacation on the Black Sea. Military personnel also started receiving additional payments of 200,000 rubles upon contract signing with the Ministry of Defense. These payments extended until March 31, 2025, with an announcement of an extension for the first half of 2025.

Mayor Loginyov also revealed his plan to develop and implement a specialized social project to support veterans and their reintegration after their return home. Representatives from the armed forces were present during the report.

"I'm confident that veterans returning from the battlefield need assistance to adapt to civilian life. Military life is far simpler than civilian life. They need support, like the 'Siberian Soul' project proposed by the governor, or greater involvement of veterans in the administrative potential of our city, as these individuals are capable and determined in achieving set goals", said Igor Balobolenko, head of the public organization "Union of Veterans of Special Military Operations".

400 Years in the Making

The Mayor paid special attention to preparations for Krasnoyarsk's 400th anniversary in 2028, describing a series of large-scale projects already in motion, with some already underway due to governor support. The preparations will become more prominent as the summer season commences.

Among the projects underway are the creation of the "Suikan Center," updates to Ploshchad Mira, Teatralnaya, and Peredmoschnaya plazas, as well as efforts to improve public spaces, riverbanks, islands, and cross-city streets in the city center.

"We are leaning on experiences from the Universiade preparations. As we prepare for the anniversary, we know what we have to do - facades, lighting, signs, and marketplace and temporary structure improvements. But most importantly, the public's opinion should be a top priority in decision making", said Mayor Loginyov.

More School, More Play

The Mayor also delved into the pressing issue of educational facility availability. To address overcrowding in schools, two large schools were constructed in the 3rd micro-district of Solnechnoy and in the micro-district of Metrostroitel' respectively.

Four more schools are currently under construction on Ulitsa Omskaya, in the districts of Tikhie Zori, Mitshurinskii, and Aeroport, with a total capacity of 5,030 students.

Documentation for a school in the 5th micro-district of Solnechnoy and plans for three more schools in the districts of Oktyabrskiy, Agrouniversity, and Južny Bereg are in progress.

In 2024, three previously damaged schools in different districts reopened following repairs, and the plan is to launch operations in six "Soviet" schools, currently undergoing modernization with federal and regional support, on September 1, 2025.

For the first time, a school is being renovated within the framework of the KRT - the school on Ulitsa Aerowokzalnaya, 4, which had been closed for roughly 6 years. Construction of new kindergartens is underway in Oktyabrskiy, as well as on Svobodny, marking the first time a concession system is used.

The Mayor also touched upon the organization of school meals. Annual investments are made in repairing kitchen facilities and purchasing equipment, and the number of schools providing food services independently has grown from 10 to 25. Another 10 schools will be added to this group in the current year.

Building Better

The Mayor emphasized the ongoing application of new approaches in urban planning, stating that the aim should be to create more than just housing estates and to ensure proper infrastructure for residents.

Tighter controls have been implemented in the realm of urban development, with new intensity coefficients for zoning introduced and expanded opportunities for investor participation in complex development projects with social obligations.

Currently, 20 projects under the Public-Private Partnership (PPP) scheme are underway in Krasnoyarsk, with most initiated by landowners themselves.

The project on Ulitsa Shahterev is already in full swing, which will result in six schools, 22 kindergartens, a combined school/kindergarten, two sports complexes, and various other social facilities being established. Nine shanties will be demolished, and 70 apartments for orphans and relocated residents will be handed over to the city.

In Nikolayevka, while projects are being executed, the process of acquiring property is proving challenging, primarily due to each owner's unique circumstances. A working group established in 2023 is intended to help reach agreements with developers.

Transportation Transformation

"Despite the massive volume of work during the season, given a deficit of workers and new requirements, we were able to repair more roads than during the preparations for the Universiade", said Mayor Loginyov, recounting the transportation work during the year.

Under the National Project "Safe and High-Quality Roads," 122 kilometers of roads were repaired in Krasnoyarsk, setting a record.

A significant amount of repair work was carried out in the Leninsky District, with more than 100 residential street entrances improved. The most significant projects included the intersection in the micro-district of Tikhie Zori and the completion of the multi-phase project on the road in Solnechny by streets Griblevskaya, Soikolovskaya, Olkhovaya, and Cheremukovaya. This year, 56 road segments, including those on Ulitsa Partyzana Zheleznyaka, Belinskiy, and Sverdlovskaya, were designated for repair based on resident feedback.

"I'm glad to see that in contracts, new provisions have been made - contractors will now adhere to a stricter construction schedule, rather than being limited by the overall season for road repairs. Workers should focus on one street, complete the entire renovation before moving on to the next, " said deputy of the city councilAndrei Kozyakov. "After the mayor's report, there were only a few additional questions for the mayor. This suggests that the report was quite comprehensive and informative. The discussion seemed interesting".

As far as public transportation improvements are concerned, a tram line was opened from the district of Energetik to the KrasTsECent in 2024, and 4 kilometers of damaged tramway tracks were repaired on the KrasRab line. Furthermore, 20 electric buses and charging stations were purchased to launch the city's first electric bus route over the October Bridge. In the near future, the city plans to use buses running on gasoline as well.

A Breath of Fresh Air

Besides working to eliminate illegal dumping sites and collaborating with the operator for timely waste removal, Krasnoyarsk has been addressing air quality concerns. Through the National Project "Ecology," 1,400 private homes have already transitioned to clean heating systems, primarily solid-fuel boilers. The plan is for another 1,100 households to join this initiative this year. The city still operates a compensation program for electrical heating.

In addition, 34 boiler houses have been closed as part of the federal "Clean Air" project, except one, located on the EVRZ.

"We are continuing to work with regional authorities on closing the EVRZ facility. Many residents have submitted complaints, stating that the EVRZ raises concerns about the environmental impact of its emissions. Modernization is crucial", said Mayor Loginyov.

Mayor Loginyov also discussed the development of spaces for young people, the opening of sports facilities, the renovation of libraries, the reduction of municipal debt, and many other matters during his report. He also highlighted that as of January 1, 2025, the population of Krasnoyarsk had grown to 1,205,473 people.

"Today, we heard a comprehensive and, in my opinion, very well-balanced report on all aspects of the city administration's work. Particular emphasis was placed on the Year of the Defender of the Motherland, with relevant updates on support measures. The report itself was informative, as were the answers to questions. Overall, I found the conversation interesting", commented Mayor of the Krasnoyarsk City Council, Natasha Firyulina.
