Russia's 2026 Family Payment Scheme Offers Tax Relief for Parents

Russia’s Social Fund will launch a new family payment scheme on June 1, 2026. The initiative targets households with two or more children, offering financial relief to millions. Eligibility depends on income levels and employment status from the previous year. The payment is open to families where parents worked under employment or civil contracts, served in the military, or ran their own business in 2025. To qualify, the household’s per capita income must not exceed 1.5 times the regional subsistence minimum. Over 4 million families, covering nearly 11 million children, are expected to benefit.

Applications can be submitted online via the Gosuslugi portal or in person at Social Fund offices. The process uses the social treasury system, meaning most applicants won’t need to provide extra documents. Once approved, the payment is issued as a lump sum, refunding 6% of the personal income tax paid in 2025, after recalculations.

The application window runs from June 1 to October 1, 2026. Processing takes 10 business days, and the funds are shielded from debt collection. The scheme aims to support low- and middle-income families with children. Payments will be calculated based on tax contributions from labour and business activities. Eligible households can apply through official channels starting next June.
