Kazakhstan unveils bold migration reforms to attract global talent and investment

A recent roundtable in Kazakhstan brought together officials, experts, and international organisations to discuss modernising the country’s migration policy. The event, hosted by the JSC Labor Resources Development Center, focused on attracting highly skilled professionals and boosting foreign investment through new initiatives like e-Residency and a 'Golden Visa' programme. The roundtable included representatives from government agencies, international bodies, and academic institutions. Erbol Tuyakayev, First Deputy Minister of Labor and Social Protection, highlighted the policy’s goal: simplifying migration procedures to draw in global talent.

The new measures feature the QazETA digital platform, which will offer an e-Residency module and an e-Residency Invest programme. A 'Golden Visa' scheme will also target highly qualified specialists, making relocation easier.

Aliya Belonosova, acting Head of the IOM Mission in Kazakhstan, noted that the President’s reforms aim to prepare young Kazakhs for future job markets. The International Organization for Migration (IOM) has backed the proposals, calling for a more flexible and open migration system in the country. The updated migration policy introduces digital tools and visa incentives to attract skilled workers. These changes are expected to strengthen Kazakhstan’s workforce and encourage foreign investment. Officials and international partners have signalled their support for the reforms.
