Anti-Bullying Prevention a Key Priority in Hesse's Schools

Tackling bullying among students remains a major focus in schools across the state of Hesse. The Ministry of Education supports schools with a comprehensive range of measures to address the issue.

Education Minister Armin Schwarz emphasized: "Bullying—whether exclusion, insults, or other forms of harassment—inflicts real harm on young people, leading to sleep disturbances, anxiety, or even fear of going to school. We must take a stand against this. Now more than ever, as bullying increasingly shifts to digital spaces like social media, we need to stay vigilant and protect our children as effectively as possible. That's why we're equipping our schools with a robust network of prevention programs, trained specialists, and evidence-based resources." Schwarz has long advocated for nationwide age restrictions on social media platforms. In Hesse, schools also enforce designated smartphone-free zones.

Protection Plans and Anti-Bullying Programs in Schools

Since December 2022, schools in Hesse have been legally required to develop safeguarding policies against violence and sexual abuse, with anti-bullying measures as a core component. Key initiatives include: - "Gemeinsam Klasse sein" (Being a Great Class Together), a program fostering social cohesion. - "Du gehörst dazu!" (You Belong!), a lesson module available to all primary schools. - Bullying Intervention Teams, a structured approach for secondary schools to integrate into their broader protection strategies.

To combat cyberbullying, the Counseling Center for Youth and Media provides extensive resources for teachers and parents. Schools also receive support from social workers and educational psychologists, both in prevention efforts and in responding to individual cases.

Additionally, the Hesse State Government's Network Against Violence offers practical guides such as "Say No to Bullying: Notice, Act, Help" and "Bullying: A Roadmap for Prevention and Intervention in Hesse," helping schools continuously refine their anti-bullying and cyberbullying strategies.

WERTvoll Initiative and Smartphone-Free Zones in Schools

The WERTvoll initiative—a values and democracy education program—also plays a crucial role in bullying prevention. Expanded to all school types and grade levels in the 2025/2026 academic year, it empowers schools to actively promote democratic principles such as respect, tolerance, and peaceful coexistence. The new WERTvoll Platform provides educators with teaching materials and networking opportunities.

Hesse's legally mandated smartphone-free zones in schools further limit excessive device use, reducing exposure to harmful social media content and cyberbullying—both of which can severely impact students' mental well-being. Media literacy education remains a key pillar of this effort.
