Yandex Taxi's regulatory architect Anton Petrakov steps down after a decade
Anton Petrakov, vice president of government relations (GR) and corporate affairs at Yandex Taxi, is leaving the company, a spokesperson confirmed to Expert.
Petrakov has led the division since 2014 and played a pivotal role in shaping regulations for the ride-hailing industry and safeguarding the company's interests, Yandex Taxi noted in a statement.
During his tenure, the service contributed to the adoption of several key regulatory frameworks governing the taxi and digital platform sectors. Most notably, this includes the Taxi Law (Federal Law No. 580), which, for the first time at the federal level, formally defined "ride-hailing services" and established clear responsibilities among booking platforms, transport providers, and drivers. The law also legalized the work of self-employed drivers, allowing them to obtain permits for passenger transport without registering as individual entrepreneurs.
Another landmark achievement was the Platform Economy Law, which established the legal foundations for digital platforms and their interactions with gig workers, ensuring a balanced approach to the interests of all market participants.
In his own remarks, Petrakov said he plans to focus on personal projects and continue contributing to the development of the platform economy after leaving Yandex. "My time at Yandex has been a defining chapter in my career," he stated. "Now, I need to reflect on the experience I've gained and move forward. In the near future, I intend to concentrate on launching my own initiatives while remaining engaged in advancing the platform economy and innovation."
Oraz Durdyyev, president of the Association of Digital Platforms (ADP), expressed hope that Petrakov would continue his involvement with the ADP as an independent member of its supervisory board. Durdyyev praised the executive's contributions, noting that he "did a tremendous amount to develop the taxi industry, particularly in fostering dialogue with government authorities during the sector's formative years."
