Toluca unveils bold Human Rights Protocol to shield 280,000 children from violence
Toluca, Mexico – The Toluca municipal government is finalizing a Human Rights Protection Protocol for Girls, Boys, and Adolescents, aimed at monitoring incidents of violence against this vulnerable population and addressing related challenges such as abandonment, abuse, and poverty.
"This will be a protocol for tracking all forms of violence against minors—our goal is clearly to build a violence-free society," said Mayor Ricardo Moreno.
The initiative, he noted, is designed to benefit some 280,000 girls, boys, and adolescents under 16 living in the municipality.
"The protocol will be issued in the coming weeks," the mayor reiterated.
The announcement came during celebrations for Children's Day, marked by a family-friendly event called MUNDO DIF, which featured games, performances, contests, interactive activities, and toy giveaways—all intended to foster healthy social interaction.
Organizers highlighted that the event, which began at 10:00 AM on Sunday, promoted family bonding, equitable access to recreational activities, and core values such as inclusion, solidarity, and respect.
Authorities reported that the event exceeded expectations, drawing 20,000 attendees—far surpassing the initial estimate of 8,000 participants.
