Krasnodar Territory leads Russia's uneven tax revenue distribution in 2025

Over 70% of Taxes Collected in Krasnodar Territory Remained in the Region in 2025

Krasnodar Territory leads Russia's uneven tax revenue distribution in 2025

According to an operational report by the Accounts Chamber, in 2025, Krasnodar Territory transferred 29.7% of all taxes collected in the region to the federal budget. The remaining 70.3% of tax revenues were allocated to the consolidated budget of Krasnodar Territory, RBC Krasnodar reports.

For comparison, on average across Russia, 57.1% of taxes collected in the regions were sent to the federal budget last year, while regional consolidated budgets retained only 42.9% of tax revenues. The highest share of transfers to the federal budget was recorded in the Yamal-Nenets Autonomous Okrug (87.8%), Khanty-Mansi Autonomous Okrug (87.6%), and Orenburg Oblast (82.9%). The leaders in the share of revenues retained in regional budgets were the Altai Republic (94.8%), Kemerovo Oblast (92.4%), and the Republic of Buryatia (86.8%).

Earlier reports indicated that by the end of 2025, Krasnodar Territory's consolidated budget saw its own tax and non-tax revenues reach 599 billion rubles—a 6% increase over 2024. The primary contributors to this growth were businesses in the consumer sector, fuel and energy complex, transportation industry, and agribusiness. Thanks to these figures, Kuban maintained its leadership among regions in the Southern Federal District in terms of tax revenue volume, accounting for 41.5% of the district's total income.
