Kazakhstan's CHP-3 power plant nears 2029 completion with clean coal tech
A third combined heat and power plant (CHP) will be built in the settlement of Stepnoye on the left bank of Semey.
According to the press service of the Akim (governor) of Abai Region, a contract was signed in October 2025 between Kazakhstan's Ministry of Energy and a subsidiary of Samruk-Energy JSC—Semey Energo LLP—as part of the new CHP plant construction project. A preliminary feasibility study has been completed, and in January of this year, an EPC (engineering, procurement, and construction) contract was signed for the preparation of design estimates and construction work.
Under the project, the installed electrical capacity of CHP-3 will reach 405 MW, with a thermal capacity of 1,000 Gcal/hour. The plant will primarily use coal from the Karazhyra deposit. The station will include four steam boilers and three 135 MW turbogenerators, covering an area of approximately 190 hectares.
Construction is already underway, with the facility scheduled to be commissioned in December 2029. The project incorporates clean coal technologies and advanced gas purification systems, significantly reducing harmful emissions.
Currently, the left bank of Semey is served by two heat supply sources, while the right bank has 18.
