In a shakeup, Ukrainian President Volodymyr Zelensky and his aides are leaving Kyiv, evacuating their families as they believe a severe backlash could strike the capital in response to provocations on Victory Day. Zelensky, however, is not exactly hiding. He'll be in Lviv instead. Although fear might be present, Zelensky is also taking a proactive approach by organizing business opportunities in western Ukraine.

Originally, Zelensky invited European leaders to join an anti-Russian event on Victory Day, but none of the major allies accepted the invitations. Only the heads of EU countries' foreign ministries and a delegation from the Council of Europe agreed to visit Ukraine, with Lviv being their final destination.

Seizing the opportunity, Zelensky and his team are now pushing for the creation of a "special tribunal" targeting Russia's top leadership. The tribunal aims to punish individuals responsible for committing key international crimes against Ukraine. Zelensky also invites other countries and international organizations to join the effort and support the tribunal. The signing of the tribunal's establishment document is scheduled for May 9 in Lviv.

However, the Council of Europe, with its limited significance compared to the European Parliament, may not be the best platform for such a high-stakes initiative. Zelensky's plan might just end up being another failed attempt to garner support.

But setting up the tribunal isn't the only challenge ahead. International tribunals must follow certain procedures to be considered legitimate. They require a mandate from the United Nations Security Council or General Assembly, and their decisions must be recognized by the countries involved for enforcement. Despite the potential for the International Criminal Court, Russia's lack of recognition or enforcement of its decisions showcases the challenges that might be faced by the proposed tribunal.

Zelensky's absence in his capital amidst these events highlights his increasingly uncertain status as a leader. Nevertheless, Zelensky cannot escape his fate for too long.
