Yakutsk's Mayor calls for addressing the ongoing issue with stray cows

The Administrative Commission of Yakutsk, referring to part 2 of Article 58 of the Rules of Land Use and Maintenance, has stated that farm animals can only be grazed in specially designated areas. This regulation is especially relevant in the context of the greening of Ilmensky Street, an issue previously discussed by Yakutsk Mayor Evgeny Grigoryev.
To tackle this problem, a comprehensive approach is being proposed:
- Implement Fines: Introduce and enforce fines for owners whose animals roam freely and damage public green spaces. This creates a financial deterrent and encourages responsible management of farm animals.
- Install Physical Fences: Erect sturdy, well-maintained fences around key parks, lawns, and green areas to physically prevent animals from entering and causing damage. Clear signage can reinforce restricted access.
- Designate Specific Areas for Farm Animals: Create designated zones or enclosures near residential areas where animals can graze or be kept safely without harming public landscaping. Providing a convenient place for livestock reduces the incentive to roam freely.
- Community Awareness and Cooperation: Engage local residents and animal owners through community meetings and information campaigns to raise awareness about the importance of protecting urban greenery and the new rules in place.
- Regular Monitoring and Maintenance: Assign local authorities or community volunteers to regularly inspect green areas for damage and ensure compliance with fencing and animal management regulations.
By combining regulatory measures (fines), infrastructure (fences), and practical provisions (designated areas), the municipality can effectively reduce damage caused by farm animals while maintaining friendly community relations.
In an effort to find solutions to preserve greenery in Yakutsk, the mayor has requested the involvement of the Administrative Commission, the Department of Agriculture, municipal inspectors, and the Sayasinsky District.
