Yakutian officials have implemented new regulations for road repair and maintenance
In a bid to ensure safety during work in Yakutsk, the 18th session of the Yakutsk City Duma has made a decision to amend Law No. 477-НПА of June 30, 2021. These changes concern the Rules for the Improvement of the Territory of the 'City of Yakutsk' Municipal District.
The new rules establish stringent requirements for fencing, signs, the area of restoration of solid surfaces, and guarantee obligations. Temporary fencing around excavation sites must now be at least 1 meter high and painted with special paint. Crossing points over trenches and pits must be equipped with signs, traffic, and pedestrian detour signs.
Fenced areas must also be equipped with emergency lighting to prevent injuries and accidents. If fencing is near residential buildings or intense traffic and pedestrian flow, it must have a protective canopy and a pedestrian walkway equipped with railings on the traffic side.
All earthwork operations must be conducted in accordance with the project. During earthworks, the contractor is required to restore the surface covering to its full width if it has been damaged. Asphalt on the roadway will be restored across its entire width, from curb to curb, and along its length, plus 5 meters on both sides of the excavation edge.
The responsible party for carrying out the earthworks in Yakutsk, according to the regulations adopted by the Yakutsk City Council on April 18, 2022, is the municipal construction department designated by the city administration.
The contractor must provide a place for the storage of soil, gravel, construction materials, and debris. This may include using big-bags to prevent dirt from being spread. However, no new information about the storage of these materials has been provided.
