Wyoming taps Fanning as the lead of its Department of Revenue

New Director Appointed at Wyoming Department of Revenue

Bret Fanning has been appointed as the new Director of the Wyoming Department of Revenue, effective August 2025. Fanning, a native of Cheyenne, takes over from Brenda Henson who retired earlier this year.

Fanning has extensive experience in excise tax administration and auditing, having served as the administrator of the Department's Excise Tax Division since 2022. Prior to this role, he spent 11 years conducting and reviewing taxpayer audits for the Wyoming Department of Audit's Excise Tax Division.

Governor Mark Gordon expressed confidence in Fanning's transition, citing his familiarity with revenue policy as a key factor in ensuring a smooth leadership transition. Fanning expressed gratitude for the opportunity to serve and expressed excitement for the continued partnership with all stakeholders going forward.

The Wyoming Department of Revenue is responsible for distributing alcoholic beverages wholesale and enforcing liquor control laws, in addition to administering and collecting mineral and excise taxes, valuing property, and managing five divisions: Administrative Services, Excise Tax, Property Tax, Mineral Tax, and Liquor. Fanning oversaw the statewide administration of taxes including sales, use, lodging, nicotine products, prepaid wireless, and wind generation during his tenure as the administrator of the Excise Tax Division.

Matt Sachse served in an interim capacity as Director of the Wyoming Department of Revenue since Henson's retirement. Fanning's appointment marks the end of Sachse's temporary role and the beginning of a new chapter for the department.

Fanning holds bachelor's degrees from the University of Northern Colorado and a Master of Business Administration (MBA) from the University of Wyoming. He expressed his excitement for the opportunities that lie ahead and his commitment to serving the people of Wyoming in his new role as Director of the Wyoming Department of Revenue.
