One officer voiced his disapproval: "That's hardly an adequate justification. In cases where the individual is mentally unstable, they could be interned in a specialized facility to sequester them from society before they strike again. The second victim would have been spared the subsequent assault. We can only wonder if this perpetrator's destructive tendencies may not extend further."

A city-wide manhunt is now underway for the 25-year-old. Berlin's representatives for the police union (GdP), Benjamin Jendro: "Indeed, this situation leaves a bitter taste. It's disheartening when someone with a history of violent actions is released and puts more innocent lives at risk."

According to Jendro, detainees who pose a risk to public safety are also discharged if they maintain a fixed address. "The severity of the choking will prove pivotal to the investigation. Only if it was classified as an attempted homicide would there be grounds for issuing an arrest warrant upon release."
