Voices Heard: September 17 Letter Edition
In the heart of Keaau and Hawaiian Paradise Park, concerns about the health and welfare of feral cats and the state of neglected properties have surfaced among locals. James Nelson Barker, a resident of Keaau, has expressed his worry over the stray felines, noting their poor health due to neglect. Meanwhile, James Cardin has voiced his concern that the damage to democratic institutions may already be irreversible. Cardin, a vocal critic, has even advocated for a potential government shutdown as a means to halt the erosion of democratic institutions under the current administration and the Republican agenda. A quick review of county statutes reveals strong protective standards and common law principles mandating property owners to follow 'a duty of care.' This duty extends to maintaining properties in a manner that ensures they are healthy, safe, and sanitary. However, there are one-acre lots in Keaau/Hawaiian Paradise Park that have been cleared and left abandoned, with no signs of the owners or maintenance persons. Some of these properties even have foundations, while others have transformed into weed forests with dense ironwood tree growth. The growth of these trees spreads seeds and causes constant cleanup needs due to irritants. Furthermore, there are few-to-no groups helping feral cats with spay/neuter and medical treatment in the area. In an attempt to address this issue, JoAnn Garrigan has suggested that county Animal Control could offer training to Hilo volunteers on how to safely deliver feral cats for essential care. Aloha Animal Oasis, based in Kona, offers a 'community trapping class' that could potentially aid in this endeavour. As the community grapples with these issues, Cardin urges the Democratic Party to act decisively and use all available tools to prevent further damage to institutions. Likewise, Garrigan calls for proactive responses by the affected community and decisive action by county officials to ensure the well-being of the feral cats and the preservation of the community's properties.
