In a highly-anticipated encounter, Russian President Vladimir Putin and former U.S. President Donald Trump are scheduled to meet in Anchorage, Alaska on Friday. This meeting, however, has raised questions about the International Criminal Court (ICC)'s ability to enforce its arrest warrant against Putin, issued in March 2023 for war crimes related to the unlawful deportation of children from occupied Ukraine to Russia.

The ICC, which lacks its own police force, depends on member countries to arrest suspects. With the United States not being a signatory to the Rome Statute, which established the ICC, it does not recognize the court’s jurisdiction or have a legal obligation to enforce the warrant. This legal loophole allows Putin to travel to the U.S. without the risk of being detained under the ICC warrant.

The choice of Anchorage as the venue for the summit is significant, as it provides a neutral and safe space for Putin, shielded from ICC enforcement actions. Countries like Russia, China, Turkey, and Saudi Arabia, which do not comply with the ICC warrant, allow such meetings to occur without legal impediment related to the ICC arrest warrant.

Putin's lengthy tenure in power, since around 2000, sets him apart from Trump. His long-term presence in power may have contributed to his ability to navigate political challenges effectively. In contrast, Trump has spent the past several years focused on golf and real estate, which has raised concerns about his commitment to imposing sanctions on Moscow.

The meeting in Anchorage is expected to focus on the Russian invasion of Ukraine, which began on February 24, 2022. Journalist and SIC commentator Rui Cardoso believes that economic sanctions are not the main obstacle for Putin's travel. Instead, he suggests that Putin's history and experience may make him more resilient to potential sanctions.
