In the heart of Moscow, the stage was set for a significant discussion between General Secretary of the Communist Party of Vietnam, Tô Lâm, and Russian Prime Minister, Mikhail Mishustin, on May 8, 2023. A meeting that underscored the importance of their traditional friendship and the readiness to fortify bilateral relations.

Upon welcoming the Vietnamese delegation, Mishustin hailed the significance of the visit, particularly during the momentous occasions in each country's history and their relationship. Mishustin voiced Russia's continued view of Vietnam as a key partner in the Asia-Pacific region, recollecting his visit to Vietnam in January 2023. Tô Lâm, in return, acknowledged Mishustin's official visit to Vietnam earlier the same year and mentioned the prospective visit of President Vladimir Putin in June 2024.

Tô Lâm emphasized the close cooperation between the two nations, which he attributed to the deep respect and lasting support from the former Soviet Union and present-day Russia towards Vietnam's national liberation struggle in the past and current construction and safeguard process.

Keen on further solidifying their bilateral bond, Tô Lâm proposed strategies for enhancing their comprehensive strategic partnership. These strategies revolved around increasing mutual visits at all levels, optimizing the efficiency of the Inter-governmental Committee and its member working groups, and strengthening defense-security cooperation. He also suggested expanding ties to the field of new energy, particularly clean energy, renewable energy, and wind power, and enhancing economic, trade, and investment collaboration.
