Vietnam and South Korea set sights on thriving cultural industry collaboration during Seoul dialogue

Vietnam and South Korea Strengthen Cultural Industry Cooperation

The cultural industry cooperation between Vietnam and the Republic of Korea (RoK) is on the rise, with both countries aiming to boost their collaborative efforts in the cultural sector.

Current Collaboration

Recently, Vietnamese Minister of Culture, Sports and Tourism Nguyen Van Hung and his Korean counterpart Chae Hwi Young co-chaired a dialogue on cultural industry cooperation in Seoul. This event was part of a state visit by Party General Secretary To Lam and aimed to build on the success of the 2024 Vietnam-RoK tourism and cultural cooperation forum.

In addition, Vietnam and South Korea are planning to co-produce a romantic comedy film titled "Saigon Oppa," scheduled to begin filming in 2026. This project is seen as a significant step in fostering cultural exchange and cooperation between the two countries.

Future Goals

Both countries are set to leverage their strengths—Vietnam's rich cultural heritage and talented workforce, and South Korea's expertise in technology and global marketing—to create a competitive cultural industry on the global stage.

The goal is to increase Vietnam's cultural sector's contribution to GDP. Vietnam aims for its cultural sector to contribute 7% of GDP by 2030. To achieve this, enterprises discussed co-production models to train and launch a new generation of versatile artists with the ambition of taking the Vietnamese wave global.

Vietnam and the RoK have signed an MoU on cooperation in copyright and related rights, which will facilitate broader collaboration in the cultural arena.

Strategic Directions

Director Tran Hoang discussed Vietnam's cultural industry development policy and Vietnam-RoK collaboration in various sectors, including music, cinema, fashion, games, and copyright. The Korean side suggested cooperation in building a high-quality and cost-effective animation industry rich in cultural identity and appealing to international audiences through talent exchange, education cooperation, and development of a joint technological platform.

The RoK Government aims to grow the K-culture market to 300 trillion KRW (US$5.6 million) and cultural exports to 50 trillion KRW by 2030. Kim Hyun Jun, Director General of the International Cultural Affairs Bureau, outlined plans to scale K-content globally via increased policy financing, content investment funds, R&D in performance, video, and gaming; international market expansion, overseas business hubs, and stronger ties between content and related industries.

Support and Encouragement

Deputy Prime Minister Bui Thanh Son expressed hope that the agreements and strategic directions will be translated into concrete programs and projects soon, helping expand markets, enhance competitive edge, and spread the cultural values of both Vietnam and the RoK regionally and globally. The RoK, a global cultural powerhouse, has achieved worldwide fame through K-pop, films, fashion, and cuisine. This cooperation is poised to bring about synergy, with Vietnam offering rich cultural heritage and human talent, and the RoK bringing expertise, technology, and global marketing prowess. The dialogue focused on sharing policy insights, pinpointing investment and production opportunities for quality cultural products, and advancing Vietnam's target for its cultural sector to contribute 7 per cent of GDP by 2030.

Important cooperation document exchanges took place during the event, including a cooperation agreement between VTC and T3 Entertainment, and one for the 'Saigon Oppa' film project among BHD Company, Film Line, and Web TV Asia. These collaborations are set to pave the way for a more robust and fruitful cultural industry cooperation between Vietnam and the RoK.
