Minister Nguyen Hai Ninh, from the Vietnamese Ministry of Justice, led a delegation on a working visit to Cuba from August 11-12. During the visit, he met with First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz-Canel Bermúdez, and the two sides exchanged experiences in law-making.

The purpose of the visit was to strengthen bilateral cooperation in the judicial field. The culmination of the visit was the signing of an agreement for a technical assistance project to bolster the Cuban Ministry of Justice's capacity in law development and implementation.

The technical assistance project, a first for Vietnam in institutional technical aid, aims to enhance the Cuban Ministry's capacity in developing and implementing laws. Here are the key points of the agreement:

  1. Purpose: The project is designed to strengthen the Cuban Ministry of Justice's (Minjus) institutional capacities, particularly in lawmaking and service delivery to the population.
  2. Scope: The agreement includes the transfer of legal reform experiences from Vietnam. This involves sharing expertise in reviewing existing laws and developing new regulations, which will help Cuba in its legislative process following the adoption of its 2019 Constitution.
  3. Digital Transformation: The project supports the digital transformation of the judicial sector in Cuba, which includes modernizing the infrastructure of the Ministry of Justice.
  4. Material Support: As part of the agreement, Vietnam will provide 200 modern computers to the Cuban Ministry of Justice, enhancing its operational capabilities.
  5. Significance: The agreement is significant as it marks Vietnam's first institutional technical aid project for a foreign country and demonstrates the close friendship and cooperation between Vietnam and Cuba. It coincides with the 65th anniversary of bilateral relations and the Vietnam-Cuba Year of Friendship.

During the talks, Minister Nguyen Hai Ninh emphasized the ongoing support of the Vietnamese people towards Cuba's struggle for independence and current national construction. Miguel Díaz-Canel, in turn, highlighted the close friendship and cooperation between the peoples of Vietnam and Cuba. The agreement was signed following talks in Havana.

The Cuban minister commended the sound cooperative ties between the two ministries in recent years and expressed appreciation for the valuable support from the Vietnamese side. Miguel Díaz-Canel highly valued the bilateral sharing of experiences in law-making and the signing of the cooperation agreement.
