In the realm of international politics, few relationships have seen as much turbulence as that between the United States and Venezuela. The history of U.S.-Venezuela relations has been marked by periods of cooperation and severe tension.

During much of the 20th century, the focus was on trade, investment, and cooperation in countering illegal drug trafficking. However, the election of Hugo Chávez in 1999 and his socialist, anti-U.S. stance marked a significant shift. Relations deteriorated sharply, with accusations intensifying after the alleged U.S. support for the 2002 coup attempt against Chávez and subsequent diplomatic expulsions. Tensions worsened further during Nicolás Maduro’s presidency, culminating in the severance of diplomatic ties in 2019 after the U.S. recognized opposition leader Juan Guaidó as interim president.

Regarding counter-narcotics efforts, the U.S. has been concerned about Venezuelan drug trafficking since at least 2005. The U.S. has sanctioned numerous Venezuelan officials accused of facilitating drug trade, including links to the FARC guerrillas in Colombia. U.S. legislation and executive orders, such as EO 13224 and the Foreign Narcotics Kingpin Designation Act, have been used to target individuals suspected of involvement in drug trafficking and terrorism financing. Sanctions expanded in 2014 under the Venezuela Defense of Human Rights and Civil Society Act and through visa restrictions on officials linked to these activities.

The "Cartel de los Soles," an alleged drug trafficking organization purportedly involving high-ranking Venezuelan military officers, has been a subject of controversy. The cartel is accused of controlling and facilitating large-scale drug shipments out of Venezuela. These accusations implicate elements within the Venezuelan armed forces in narcotrafficking, suggesting state complicity in drug trafficking.

However, allegations of DEA involvement in illegal operations lack substantiation in credible sources and remain unproven. The DEA’s official role has been to combat drug trafficking and related crimes, often facing accusations and tensions with the Venezuelan government.

These dynamics occur amid broader geopolitical tensions, including Venezuela’s alliances with Russia and the U.S.’s support for Venezuela’s opposition. In recent developments, the US State Department designated the "Cartel de los Soles" as a terrorist organization on July 25. The Venezuelan government has strongly criticized this decision.

The US-Venezuela relationship continues to be a complex and contentious issue, with foreign policy analysts pointing out the Trump administration's competing approaches in its Venezuela foreign policy. The future of these relations remains uncertain, with ongoing investigations and diplomatic negotiations shaping the landscape.

  1. The complex and contentious relationship between the United States and Venezuela extends beyond trade and investment, with migration, war-and-conflicts, and crime-and-justice becoming significant factors. Foreign policy analysts have noted the Trump administration's competing approaches in its Venezuela foreign policy, as the conflict involves politics, general news, and policy-and-legislation.
  2. The election of Hugo Chávez in 1999 and his anti-U.S. stance initiated a shift in U.S.-Venezuela relations, leading to accusations and diplomatic expulsions. However, allegations of DEA involvement in illegal operations lack substantiation, further complicating the relationship.
  3. The US State Department's designation of the "Cartel de los Soles" as a terrorist organization has been fiercely criticized by the Venezuelan government. This decision underscores the broader geopolitical tensions between the two nations, with alliances and support for Venezuela's opposition playing a crucial role in the ongoing narrative.
