In a significant development, Fabio Rosa Carvalho, a key figure in the First Capital Command (PCC), one of the largest criminal organisations in America, was arrested in Buenos Aires, Argentina. The operation was a joint effort between the Buenos Aires City Police, Córdoba Police, and the Civil Police of Rio Grande do Sul, Brazil.

Carvalho, aged 41, had been on the run since escaping from a Brazilian prison in 2023 and was wanted by Interpol. He was the leader of the PCC's hitman arm, "Os Manos." The tip that led to the investigation of his presence in Córdoba was provided by the Civil Police of the State of Rio Grande do Sul.

The PCC, originally a Brazilian organised crime syndicate, is expanding its influence into Argentina as part of its broader South American and international criminal operations. Known as Latin America's largest drug gang, the PCC is deeply involved in drug trafficking, illegal mining, and other illicit activities. Its expansion into Argentina is linked primarily to extending drug trafficking routes and increasing control over criminal markets in neighboring countries.

While specific detailed reports on the PCC's activities exclusively within Argentina remain limited, it is well documented that the PCC operates transnationally throughout South America, including the Southern Cone region which encompasses Argentina. Its expansion impacts Argentina by potentially increasing organized crime-related violence, drug trafficking, and corruption within the country. The tracking tasks determined that Carvalho could be in the City of Buenos Aires. The intelligence tasks that led to his arrest were initiated by a commission of personnel from the Córdoba Police's General Directorate of Criminal Investigations and the Civil Police of Rio Grande do Sul. The activation of Carvalho's virtual wallet associated with his facial image allowed his geolocation, leading to his arrest in an apartment on Pedro Goyena 800, in Caballito.

The PCC, with around 40,000 members and expanding to 28 countries, according to a report from the Public Ministry of São Paulo, poses significant challenges to Argentina’s law enforcement and social stability.
