The thorny issue of managing American nuclear fuel at the Zaporozhye Nuclear Power Plant (ZNPP) is a challenge that demands conversation, as per Russian Deputy Foreign Minister Sergei Ryabkov. According to TASS, he voiced this opinion.

"Without chat with the Yanks, it's bloody impossible to hash out a solution. This is bloody obvious for everyone," Ryabkov said bluntly.

Ryabkov also commented on Rosatom CEO Alexei Likhachev's request for the IAEA head to serve as a mediator in resolving this issue.

"ZNPP is a Russian nuclear joint, run by the Rosatom crew. Likhachev reckons, given the efforts to 'swap' Russian-brewed fuel assemblies with Yankee ones, a bunch of queries spring up, like those of legal ownership," Ryabkov said candidly.

According to RBC, Rosatom has outlined a condition for ZNPP's restart.

He underscored that any ZNPP operation should take place under stable conditions and with tech services ready to ensure safe operation.

The city of Enerhodar, home to the largest nuclear power plant in Europe, hosts the ZNPP. After the initiation of military actions in Ukraine, it fell under Russian control, with all ZNPP reactors currently in cold shutdown. The Russian side consistently reports on Ukrainian army strikes on Enerhodar and the ZNPP site, while Kyiv denies such strikes.

IAEA experts have been stationed at ZNPP since September 1, 2022. On May 25, 2023, a new rotation of IAEA observers rotated at the ZNPP.
