In a significant development, President Donald Trump announced on August 13, 2025, that the U.S., along with a coalition of key European leaders, is committed to providing robust and credible security guarantees to Ukraine. This coalition, which includes President Macron of France, Prime Minister Starmer of the UK, and Chancellor Merz of Germany, aims to ensure Ukraine can effectively defend its sovereignty and territorial integrity.

During a virtual meeting on August 13, the coalition emphasised several key points:

  1. Security guarantees will form part of an active role played by coalition members post-ceasefire.
  2. No restrictions should be placed on Ukraine’s military capabilities or partnerships.
  3. Ongoing close cooperation with the U.S. and Ukraine aims for a just and lasting peace.
  4. Sanctions and economic measures against Russia will intensify if it does not agree to a ceasefire in Alaska.
  5. Territorial changes cannot occur by force.

The coalition's position also reaffirmed that Russia should have no veto over Ukraine’s path to EU and NATO membership.

Trump's statement is a clear indication of the U.S.'s active role in resolving the ongoing conflict in Ukraine. The U.S. contribution involves leadership within this coalition, ready to provide concrete reassurance measures and security guarantees to Ukraine, including potential deployment of forces once hostilities have ceased, all within a diplomatic framework supported by sustained pressure on Russia.

However, the Russian side has yet to comment on the idea of a trilateral format, focusing instead on preparations for the bilateral meeting. The U.S. special representative, Steve Biegun, discussed the possibility of a trilateral format for the summit during his visit to Russia.
