United States intensifying efforts to conclude Ukraine conflict, with Putin proposing a nuclear arms control negotiation

Russian President Vladimir Putin has signaled a potential focus on nuclear arms control discussions during his upcoming summit with US President Donald Trump, scheduled for this Friday in Alaska.

During a meeting with Russian top officials, Putin expressed that agreements in the field of nuclear arms control between Russia and the US could strengthen peace globally. He also stated that the current American administration is making efforts to stop hostilities and reach agreements beneficial to all parties involved in the conflict, indicating a possible emphasis on the Ukrainian crisis.

Putin chaired a meeting with his negotiating team ahead of the summit, briefing them on the negotiation process on the Ukrainian crisis. Foreign Minister Sergey Lavrov, who is part of the Russian negotiating team, was also present.

The negotiations between Putin and Trump regarding the Ukrainian crisis and nuclear arms control have a history of high-profile summits and tentative agreements but have yet to produce meaningful breakthroughs or lasting peace. During previous meetings in Anchorage and Washington DC, Putin received symbolic international recognition, while Trump gave a tentative commitment to participate in security guarantees for Ukraine. Ukrainian President Zelenskyy also improved his relationship with Trump and avoided making dangerous territorial concessions.

However, these positive signals were undercut by contradictions from the Kremlin. Russian Foreign Minister Sergei Lavrov downplayed the possibility of direct talks between Putin and Zelenskyy and insisted Russia must have a veto over Ukraine’s future security arrangements. This stance indicated Moscow’s disinterest in a lasting settlement and a continued uncompromising position. Shortly after, Russia escalated military actions with a large bombardment and missile strikes, including on a US-owned plant in Ukraine, showing a clear gap between rhetoric and concrete peace efforts.

No direct or substantive agreements on nuclear arms control tied specifically to these Ukraine negotiations were reported in this context. The efforts mainly revolved around security guarantees and political posturing rather than detailed arms control negotiations.

The Russian negotiating team, including Foreign Minister Sergey Lavrov, may discuss nuclear arms control during the summit in Alaska.
