United States has received the handed-over of Do Kwon from Montenegro.

In a significant development, Montenegro's Minister of Justice Bojan Božović approved the handover of Do Kwon, the founder of the Terra cryptocurrency, to American authorities on December 31, 2024. The extradition took place at Podgorica Airport.

The extradition was related to charges in the Terra/Luna case. Kwon had been detained in a migration center since March 2024, awaiting a resolution to his situation.

The Prime Minister of Montenegro stated that the extradition demonstrates the country's unwavering commitment to international justice and the rule of law. This move comes as Montenegro has zero tolerance for fraud in the fields of cryptocurrency, AI, and other technologies.

Do Kwon is known for his involvement in projects like HEX, PulseChain, and PulseX. Just before the end of December, he was declared wanted internationally on charges of tax evasion and assault.

It's important to note that as of August 2025, Richard Heart, the founder of Hex cryptocurrency, is under investigation by Finnish police for serious tax evasion and assault charges. However, no specific public updates confirm whether formal charges have been filed or prosecuted yet. Additionally, a related legal matter involving the U.S. Securities and Exchange Commission (SEC) accusing him of securities fraud was dismissed by a federal judge in New York in early 2025.

The approval concluded a series of legal proceedings between local courts and Kwon's lawyers that had been ongoing since spring 2023. On December 31, 2024, Kwon was handed over to competent U.S. law enforcement authorities and FBI agents.
