Wanting to find a common ground with the federal government, the states are locked in discussions regarding "mitigating measures" in light of extensive financial losses suffered by the states and municipalities. The possible reduction of corporate income tax is a significant point of contention, according to the current head of the conference of state ministers. However, the states remain supportive of the federal government's proposed investment initiative, which will receive approval from the Bundesrat on July 11.

The acting Premier of Lower Saxony, Olaf Lies (SPD), conveyed the feelings of unity among the states and expressed optimism about the impending discussions with the federal government on Wednesday. He expressed, "I'm very confident," during a joint press conference with Kretschmer prior to the media, at the Bundesrat. Nevertheless, the federal government still needs to make key decisions to secure the states' approval in the Bundesrat. Overall, the investment initiative is a much-needed move to invigorate the economy. "The economy is eager for it."

The federal government plans to reignite the sluggish economy through an "economic stimulus" package, primarily via corporate tax relief. The states, in general, endorse the strategy, but they worry about potential financial losses in the billions for themselves and the municipalities. Given the significance of this issue, it heads the schedule for Merz's meeting with the state ministers at the conference.

  • Federal Government
  • Christian Democratic Union/Christian Social Union (CDU/CSU)
  • Social Democratic Party (SPD)
  • Top-Level Talks
  • Bundesrat
  • Michael Kretschmer
  • Chancellor Friedrich Merz

The background of these discussions includes the federal states seeking adequate reimbursement from the federal government to support their participation in the stimulus program. Given their financial responsibilities in executing federal economic initiatives, the states have a vested interest in ensuring a balanced budget while undergoing large-scale investment projects.

The investment initiative, if implemented successfully, is expected to drive increased investments in infrastructure, innovation, and industrial sectors. The plan aims to alleviate regulatory obstacles and provide targeted financial assistance to spur economic growth, enhance Germany’s competitive edge within the European and international markets, and contribute to the coalition’s broader objectives of economic competitiveness and stability.

These discussions take place in a politically sensitive context, with Merz’s government narrowly elected and having faced a confidence vote challenge. The ability of the coalition to deliver tangible economic benefits, including through the investment initiative and equitable federal-state financial arrangements, is fundamental to political stability and public support.

The Commission, given the financial burden that states and municipalities face, has decided to initiate the procedure provided for in Article 93 (2) of the Treaty, focusing on policy-and-legislation and general-news related to these compensation talks. This is a crucial step in ensuring a balanced budget for the states during the implementation of large-scale investment projects, contributing to the coalition's broader objectives of economic competitiveness and stability. The successful implementation of the investment initiative is not only essential for invigorating the economy but also a key aspect of the Christian Democratic Union/Christian Social Union (CDU/CSU) and Social Democratic Party (SPD)-led federal government's efforts to secure political stability and public support.
