United States and allies allege North Korea and Russia for disregardingly breaching United Nations sanctions in military-related transactions
UNITED NATIONS - The United States and a coalition of twelve countries have accused Russia of flagrantly violating United Nations sanctions by collaborating militarily with North Korea. In a 29-page report, the group outlined numerous instances of unlawful activities between the two nations, which have bolstered Moscow's military capabilities amidst its war in Ukraine.
The coalition, consisting of Australia, Canada, France, Germany, Italy, Japan, the Netherlands, New Zealand, South Korea, the United Kingdom, and the United States, formed the Multilateral Sanctions Monitoring Team following Russia's veto of a resolution to continue the UN Security Council panel of experts' monitoring efforts in March 2024.
The team's report, released on Thursday, stated that North Korea has transferred arms and related materiel, including artillery, ballistic missiles, and combat vehicles, to Russia for use in the Ukraine conflict. Furthermore, Russia has provided air defense systems to North Korea and has trained its troops to support Moscow's war efforts.
Additionally, the team claimed that Russia has supplied refined petroleum products to Pyongyang in excess of the yearly cap set by UN sanctions, and has maintained banking relations with the North, both in contravention of the restrictions.
The coalition asserted that these illicit dealings have contributed to an increase in Russia's missile attacks on Ukrainian cities, notably targeting critical civilian infrastructure. The cooperation has also allegedly provided resources for North Korea to fund its military and banned ballistic missile programs, while providing valuable battlefield experience to Pyongyang's more than 11,000 deployed troops in Russia since October 2024.
The Russian Mission to the United Nations did not respond to a request for comment on the report.
The report covers the period between January 1, 2024, and April 30, 2025. It suggests that Russia and North Korea aim to further deepen their military cooperation for the foreseeable future, citing evidence such as Russian-flagged cargo vessels delivering up to 9 million rounds of artillery and multiple rocket launcher ammunition from North Korea to Russia in 2024. Images included in the report depict containers and an ammunition dump in Russia connected to North Korean and Russian ports.
The team concluded by expressing their intention to continue monitoring the implementation of UN resolutions and raising awareness of attempts to evade sanctions. They also urged North Korea to engage in diplomatic efforts for lasting peace.
The UN Security Council imposed sanctions on North Korea in response to its first nuclear test in 2006, with subsequent resolutions enacted to cut funds and curb its nuclear and ballistic missile programs. However, China and Russia have repeatedly blocked U.S.-sponsored resolutions seeking to impose further sanctions.
