A key aspect of the agenda is the Adaptation Agenda, where countries will review progress on National Adaptation Plans (NAPs), emphasizing closing gaps in finance and technical support, enhancing institutional capacity, and transitioning from planning to actual implementation of adaptation projects. Despite progress in planning, turning those plans into funded and effective actions remains an ongoing challenge.
Climate Finance Mobilization is another critical topic, with discussions aimed at advancing the roadmap to meet the global goal of mobilizing $1.3 trillion USD annually for climate finance. The session will address how this finance contributes to agriculture, food systems, and support for smallholder farmers. The agenda also includes reviews of non-market approaches to international carbon credit sharing.
Integration of Local and Subnational Governments is another focal point, with SB62 providing a platform to enhance collaboration between national and subnational levels of government. This collaboration is essential for influencing updated Nationally Determined Contributions (NDCs 3.0) and aligning local and national climate goals. The agenda includes calls for National Urban-Climate Ministerial meetings ahead of COP30 and advocating for subnational access to climate finance, localized adaptation indicators, and climate action connected with food, nature, biodiversity, health, culture, and land use to ensure a just transition.
Other negotiation topics include market-based cooperative approaches under Article 6.2 of the Paris Agreement, finance flow alignment with Articles 2.1.c and 9, ethical engagement with Indigenous Peoples and local communities, and ocean-climate linkages.
Agriculture and related food systems are recognized as critical sectors where climate solutions are explored, including indicators for the Global Goal on Adaptation.
In addition to the main agenda, several important mandated events, workshops, and dialogues will be held during UNFCCC SB62, including on climate change and gender, ocean, agriculture and food security, and Indigenous peoples and local communities.
