Leading the UN General Assembly: Annalena Baerbock Takes Centre Stage
United Nations Assembly set to select Baerbock as President Boss, in essence.
New York - Germany's Green foreign minister, Annalena Baerbock, is ready to start a new chapter in the bustling city of New York as the incoming president of the United Nations General Assembly (UNGA). On Monday (from 4:00 PM CET), Baerbock will officially step into the role, which she'll hold for a year.
Baerbock will be the solitary candidate for the position of UNGA president, a role that — despite being held by 193 member countries — is primarily of protocol significance. As compared to the UN Secretary-General, António Guterres, the office of the UNGA President shouldn't be mistaken for the latter's. The formal inauguration is slated for September 9, just before the UN General Debate where leaders from around the world congregate.
A Position With Limited Power, Yet Potential Influence
As UNGA president, Baerbock will chair sessions and manage the agenda, giving her the potential to sway decision-making processes in a quiet yet impactful manner. This could prove beneficial for the election of the next Secretary-General next year, as well as forging alliances with foreign ministers worldwide.
However, it's important to note that the UN Security Council, with its five veto powers, holds much more power. Unlike the UNGA, which issues decisions of more symbolic value, the Security Council can issue legally binding resolutions.
Diplomatic Approach Ahead
"If elected president, I will serve all 193 member states, big and small. As an honest mediator. As a unifying force. With an open ear. And an open door," Baerbock declared in May when she unveiled her priorities. She emphasized her intention to adopt a more diplomatic tone in her new role, as opposed to her pronounced stance—particularly against Russia—in her previous role as Germany's foreign minister.
Baerbock will assume her new role at a time of financial strain on the United Nations, following budget cuts implemented during the Trump administration. Baerbock has announced that she aims to reform the UNGA and utilize its resources efficiently, with priority areas including achieving the UN's sustainable development goals, combating climate change, and promoting gender equality.
A Formality, Usually
The election of the UNGA president in a plenary session among the 193 UN member countries is typically a formality. The General Assembly usually confirms the candidate without opposition, by acclamation rather than through a formal vote. However, if a country requests a secret ballot, one could potentially be conducted.
Russia has openly expressed its displeasure towards Baerbock as a candidate and has accused her of demonstrating "flagrant bias." Baerbock's hardline stance against Russia, particularly in the Ukraine conflict, has kept her in Russia's crosshairs.
Initially, Germany had proposed another top diplomat, Helga Schmid, for the position of UNGA president, which Russia had accepted. Baerbock's late candidacy, following the lost federal election, has faced criticism.
