Unfilled MP seats within given timeframe - IEBC (IEBC stands for Independent Electoral and Boundaries Commission)
The Independent Electoral and Boundaries Commission (IEBC) of Kenya has announced that all by-elections will be held on the 27th of November, 2025. These elections include by-elections for Members of County Assembly (MCAs) in 17 wards, six parliamentary seats, and the Senate seat in Baringo County.
The announcement was made by IEBC Chairperson Erastus Ethekon, who also highlighted key requirements and timelines for political parties and candidates.
Key Dates and Deadlines
- Political parties intending to participate must submit the names and specimen signatures of their authorized persons by the 17th of September, 2025. This deadline also applies to submission of candidates’ names for party primaries and for independent candidates to submit their names and symbols.
- IEBC will publish, in the Gazette, the names of persons contesting in a party primary and the date of the primary within 7 days of receiving the candidate names.
- Public officers wishing to contest must resign within 7 days of the notice, complying with the Elections Regulations, 2012.
- Independent candidates must not have been members of any political party for at least 3 months immediately before the by-election date.
- Campaigning begins on the 8th of October, 2025, and ends on the 24th of November, 2025, 48 hours before election day. Campaign days run from 7:00 a.m. to 6:00 p.m.
- Political parties and candidates must appoint and submit the names of their Election Agents by the 11th of November, 2025.
- The certified Register of Voters published on the 21st of June, 2022, will be used for the elections.
Dispute Resolution Committee
Chairperson Ethekon has also appointed an eight-member Dispute Resolution Committee to handle disputes related to voter registration, candidate nomination, and other pre-election complaints. Ethekon will chair the committee.
Vacancies and Timelines
The by-elections cover specific wards and constituencies that had vacancies declared by County Assembly Speakers, including counties like Samburu, Nandi, Tana River, Garissa, Nairobi City, Kakamega, and others. A special Gazette will be issued on the 11th of August, 2025, to announce vacancies for Senate and National Assembly seats not covered in the initial notice.
The IEBC is operating under extraordinary circumstances, where constitutional timelines for mini-polls have lapsed. Many polling stations are located in schools, which were still in session during the 90-day period, making it impossible to conduct by-elections. Despite these challenges, the IEBC has clarified that all new by-election dates comply fully with constitutional requirements.
Political parties and candidates are urged to adhere to these timelines and requirements to ensure a smooth and fair electoral process. The IEBC remains committed to upholding the principles of free and fair elections in Kenya.
