Ukraine-Russia Peace Talks in Istanbul Yield Limited Progress

Ukraine's President Volodymyr Zelensky traveled to Ankara on May 16, 2025, for peace talks with Russia, marking the first direct negotiations between the two nations in over three years. However, the talks resulted in limited progress.

During the brief meeting, Ukraine called for an unconditional ceasefire as a crucial step towards peace, a proposal that was flatly rejected by Russia. Instead, Russia insisted on Ukraine's withdrawal from several oblasts, including Donetsk, Luhansk, Zaporizhzhia, and Kherson, despite not having control over all these areas.

As a result, no ceasefire or major peace terms were agreed upon. The only noteworthy outcome was an agreement for a large-scale prisoner swap involving 1,000 prisoners from each side, which was completed on May 25, 2025.

Russian President Vladimir Putin did not personally attend the talks but Russia sent a junior delegation. Ukraine viewed this delegation as merely symbolic props. Russia is currently working on a draft memorandum for a possible peace accord.

Despite limited progress, the failure to establish a ceasefire means that the conflict continues, with reported escalations such as Ukraine launching a drone attack on Russia and both sides maintaining military pressure. Germany and other Western allies continue to support Ukraine militarily, with discussions about supplying longer-range missiles.
