Entering just a few days into his role as Chancellor, Merz's trip to Kyiv is an important signal from the Ukrainian point of view. Joined by French President Emmanuel Macron, UK Prime Minister Keir Starmer, and former Polish Prime Minister Donald Tusk, Merz embarks on a mission to establish a coalition to address the ongoing conflict with Russia.

Merz vs. Scholz: A Shift in Tone and Action

The geopolitical context of Merz's initial visit to Ukraine as Chancellor is challenging. Since Trump took office, the US President has attempted, largely unsuccessfully, to achieve a ceasefire in the Russian-Ukrainian war. The Ukrainians are ready for a 30-day unconditional ceasefire, while the Kremlin insists on unacceptable preconditions, such as the cessation of Western arms supplies to Ukraine and a halt to its military mobilization.

Merz's stance differs dramatically from that of Olaf Scholz, whose tenure marked the highest point in German-Ukrainian relations despite numerous challenges. Scholz and Zelensky even switched to the informal "du" in 2023. However, Scholz traveled to Ukraine only twice since the Russian full-scale invasion, with former Foreign Minister Annalena Baerbock making nine visits.

The Ongoing Battle for Ceasefire

Yesterday, Kremlin spokesman Dmitry Peskov confirmed that the Russians are willing to consider a ceasefire, but there are numerous "nuances" to consider, such as the cessation of Western arms supplies to Ukraine and the halt of the Ukrainian army's mobilization. It remains unclear how Ukraine can defend itself if Russia breaks the ceasefire.

Recent ceasefire attempts, at Easter and around May 9th, have demonstrated the complexity of the matter. Although the number of long-range air attacks on the Ukrainian hinterland has decreased on these occasions, it makes no difference to the citizens of Ukraine, as they were bombarded even more intensely at the beginning of the week. Ground battles and air attacks on frontline areas continued uninterrupted.

As a response to the ongoing violence, Ukraine, alongside the Coaltion of the Willing, and the US have proposed a full and unconditional ceasefire from May 12th, to be monitored by Americans. Merz is believed to have discussed this proposal with Trump – both privately and from Kyiv. If Russia rejects the offer, new sanctions will be imposed.

Merz's Bold Approach: Strategic Ambiguity

For now, this leaves the Kremlin in a tough spot, having enjoyed almost perfect strategic advantages with Trump. The fact that Ukraine and the major Western states could agree on a concrete proposal is a credit to Merz's readiness to take a firm stance against Russian aggression.

However, it is unlikely that Russia will accept the offer without reservations. Despite Peskov's assertion that Russia has adapted to sanctions and learned to minimize their impact, there are still unimposed sanctions that could significantly affect Moscow. The only way to deter Russia from its conquest plans in Ukraine may be to escalate military support for the country – particularly from the US. Trump's intentions in this regard remain uncertain.

In this uncertain scenario, Germany and the new Chancellor Merz are poised to play a crucial role. Merz's pledge to remove the debate about weapons systems from the public eye marks a positive step for Ukraine, as months of discussions have not contributed to the "strategic ambiguity" necessary in such a war. While weapons such as the Taurus will be vital for Ukraine, they may not make as significant a difference as increasing the production of artillery ammunition and armored technology.

One aspect that the Ukrainians might find particularly encouraging: The chemistry between Merz and Zelensky seems to be better than that between Zelensky and Scholz. After leaving the Kiev Mariinsky Palace, Merz assured his Ukrainian counterparts that he could always be reached. Zelensky is likely to take advantage of this offer more often.
