Ukraine may find solace in peace prospects

German Chancellor Friedrich Merz has outlined five key conditions for achieving a peaceful solution to the ongoing conflict in Ukraine. These conditions, presented ahead of the US-Russia talks in Alaska, are intended to guide negotiations and pave the way for a lasting peace.

  1. Ceasefire: A cessation of hostilities is the first step towards peace talks. Merz emphasized that a ceasefire must be achieved before any further negotiations can take place.
  2. Framework Agreement: After a ceasefire, a general framework for peace talks should be established. This framework is essential for setting the ground rules and providing a structure for the negotiations.
  3. Security Guarantees: Crucial to successful negotiations, Ukraine needs security guarantees as part of the peace process. These guarantees are intended to reassure Ukraine and provide it with the necessary support to defend itself.
  4. Territorial Integrity: Ukraine insists on maintaining its constitutional rights over currently occupied territories, with no territorial concessions. Merz has reiterated that any solution must respect Ukraine's sovereignty and territorial integrity.
  5. Continued Military Support: Ongoing military assistance to Ukraine is essential to ensure it can defend itself until peace is established.

Merz has emphasized the importance of these conditions being followed in the correct order. He believes that starting with a ceasefire, followed by security and framework agreements, and then moving on to territorial discussions, is key to a lasting solution.

Moreover, Merz has highlighted Europe’s significant military and diplomatic engagements to support Ukraine. He has also underlined the importance of providing security guarantees that do not allow vetoes from Russia, reflecting Ukraine’s desire to join NATO for defensive backing.

In addition, Germany, alongside other allies, has declared its readiness to finance one of the first packages of support for Ukraine under the "PURL mechanism". The total amount of this aid could reach $500 million.

It is important to note that the legal recognition of Russian occupations is not on the agenda. The principle that borders cannot be changed by force must be respected, as previously stated by Merz.

Lastly, Ukraine must have a seat at the negotiating table for follow-up meetings. The contact line will serve as the starting point for discussions on territorial issues.
