In a significant move towards a peaceful resolution for the ongoing conflict in Ukraine, Germany, along with its allies, has pledged to fund one of the first comprehensive support packages for Ukraine. The total value of this support package, within the framework of the "PURL", is up to $500 million.

The principle that borders cannot be changed by force remains a cornerstone of any negotiations, ensuring the integrity of Ukraine's territory. The starting point for territorial negotiations is the so-called contact line, with Ukraine insisting on full retention of presently controlled regions, as enshrined in its Constitution.

Federal Chancellor Friedrich Merz has outlined five basic conditions for a peaceful solution to the war in Ukraine. These conditions include:

  1. Achieving a ceasefire as the first and essential step.
  2. Establishing a framework agreement following the ceasefire.
  3. Ensuring solid security guarantees for Kiev, recognizing its integration aspirations with the European Union and NATO membership without any Russian veto.
  4. Continued military assistance to Ukraine to strengthen its defense capabilities.
  5. Addressing territorial issues only after the above conditions are met.

Merz emphasised that negotiations must follow this "correct order", starting with a ceasefire, then security guarantees, before moving on to territorial discussions. This approach supports Ukraine’s security and sovereignty, maintaining its territorial integrity throughout the peace process.

Ukraine is willing to negotiate territorial issues, but the legal recognition of Russian occupations is not on the table. A ceasefire is proposed as a starting point for achieving a peaceful solution to the war, with Merz expressing confidence about the upcoming Alaska summit between Trump and Putin, hoping for progress in achieving peace in Ukraine.

Negotiations must be part of a common transatlantic strategy, with Merz meeting with Ukrainian President Volodymyr Zelenski and representatives of Europe and the United States to discuss the way forward. If there is no progress in Alaska, the United States and Europeans must increase pressure, as stated by the chancellor.

In conclusion, Germany's commitment to funding a comprehensive support package for Ukraine, coupled with the advocacy for a peaceful resolution through a series of carefully planned conditions, offers a glimmer of hope for lasting peace in Ukraine. The international community continues to stand with Ukraine in its pursuit of security, sovereignty, and territorial integrity.
