Ukraine finds glimmers of peace amidst ongoing conflict

Federal Chancellor Friedrich Merz has confirmed that negotiations to end the ongoing conflict in Ukraine have begun, but progress has been slow. In a recent statement, Merz metaphorically described the situation as passing the first 200 meters of a 10-kilometer path.

The key prerequisites for a peaceful resolution, as outlined by Merz, include:

  1. Safeguarding fundamental European and Ukrainian security interests in any potential agreement.
  2. Continued strong support from Germany and the EU, which have mobilized significant military aid and imposed multiple sanction packages since 2022.
  3. Security guarantees for Ukraine as part of ongoing discussions alongside arms supplies.
  4. A direct meeting between Ukraine’s President Zelensky and Russia’s President Putin, possibly occurring within two weeks of late August 2025, is seen as a critical step toward advancing peace negotiations.

The Russian side, however, maintains an uncompromising stance, with demands for Ukraine’s withdrawal from occupied regions, demands for demilitarization, denazification, and neutrality concerning NATO membership. These demands pose a significant obstacle to serious peace progress.

In addition to these points, Merz has emphasized the following prerequisites:

  • Ukraine's participation in any further meetings is essential.
  • A legal recognition of Russian occupations is not up for debate.
  • Robust security guarantees for Kyiv are essential.
  • Key points must be agreed in a framework agreement.

Moreover, Germany has agreed to provide funding for a comprehensive support package for Ukraine, worth up to 500 million US dollars, as part of the Prioritized Ukraine Requirements List (PURL) mechanism. The support package is one of the initial comprehensive support packages agreed upon alongside further allies.

Merz is hopeful about the Alaska summit between Trump and Putin, believing it could lead to progress and peace in Ukraine. However, if the meeting does not lead to positive results, the US and Europe must exert greater pressure.

Ukraine is willing to negotiate territorial issues, but the so-called contact line must be the starting point, Merz said. Any negotiations must be part of a joint trans-Atlantic strategy, according to Merz. The principle that borders must not be moved by force has to remain in effect, he added.

As diplomatic efforts continue, the key prerequisites center on security guarantees for Ukraine and Europe, continued pressure and support from the West, and overcoming Russia’s rigid demands that currently make negotiation difficult.
