In a bid to fortify its air defenses, Romania plans to acquire a suite of top-notch Patriot air defense components. This impressive arsenal encompasses a radar system, control station, launchers, and an electrical power plant, with additional training, technical support, encrypted communications equipment, spare parts, and support services on the menu, according to the recent announcement from the US authorities.

The potential purchase has won the green light from the US State Department, with an estimated cost of a whopping $280 million. While the deal still needs to be cemented with final agreements, the Defense Security Cooperation Agency has already notified the US Congress on April 28, 2025.

Romania aims to bolster its defense capabilities against existing and impending threats, while simultaneously bolstering NATO operations. The equipment is slated to harmonize seamlessly within the Romanian military's existing structure.

According to the Defense Security Cooperation Agency's press release, this proposed sale will not disrupt the regional military balance. The system set to replace equipment provided to Ukraine in September 2024, following a heartfelt thanks from President Volodymyr Zelensky in a public appearance.

Lockheed Martin and RTX have emerged as the primary contractors for this deal. Although no offset agreements have been announced, negotiations between Romania and the involved parties may be in the pipeline.

Approximately ten US personnel—divided between government and contractor roles—will be dispatched to Romania for up to three years to facilitate the delivery and setup of the equipment. The deal is projected to have no impact on US military readiness.

The final cost may end up being lower than the current estimate, depending on Romania's unique requisites and budget considerations.

In a historic move, the 2018 purchase agreement for two batteries of Patriot systems (Configuration 3+) was valued at a staggering $4.75 billion. The 2025 package, however, focuses on replacing systems donated to Ukraine, with the AN/MPQ-65 Configuration 3+ Increment 3 radar, AN/MSQ-132 Engagement Control Station, two M903 launchers, and a PAC-3 Missile Segment Enhancement conversion kit comprising the core of the new system. Support elements like encrypted communications, AN/TPX-57v1 IFF system, spare parts, and technical/logistical support fill out the package.
