In the midst of a protracted conflict, the U.S. Envoy to the Middle East, Steve Witkoff, has been actively engaged in efforts to secure the release of hostages held in Gaza since the October 2023 Hamas attack on Israel. As many as 250 people were taken captive, with 50 still remaining in Gaza, and around 20 believed to be alive as of early August 2025.

Witkoff's peace plan emphasises a comprehensive deal that would see all hostages returned home, Hamas disarmed, and the war in Gaza brought to an end. However, the plan faces significant challenges in implementation. Hamas has stated that it will not disarm unless an independent Palestinian state is established, a demand that has gained momentum as key Israeli allies, such as the UK, contemplate recognising Palestinian statehood.

The U.S. stance is clear: an all-at-once hostage release deal linked with Hamas disarmament and war cessation. This approach is politically easier to propose than to achieve, given Hamas's conditions and ongoing hostilities. Negotiations have included discussions of a preliminary two-month ceasefire with phased hostage releases and humanitarian aid access, though operational and political hurdles remain significant.

Israeli forces' movements inside Gaza and the permanence of any ceasefire are unresolved issues, with Israeli leadership reportedly preparing for a potential full occupation of Gaza, which risks escalating the conflict and endangering hostages further. Humanitarian conditions in Gaza are dire, with famine risk escalating and thousands of children at risk of malnutrition, increasing urgency for aid delivery and a negotiated resolution.

Recent videos published by Palestinian Islamic Jihad and Hamas show hostages Rom Braslavski and Evyatar David, both appearing extremely thin. The U.S. Envoy, Witkoff, has stated that the U.S. supports the statement that they know who is alive and someone will be to blame if they don't come out alive. Hamas has offered Israel the release of all hostages in exchange for ending the war in Gaza.

President Trump has recognised the famine in Gaza, and several countries are launching aid to Gaza from the air. The U.S. has faced accusations from Hamas of being complicit in the famine and genocide in Gaza. Witkoff is visiting aid distribution points in Gaza, and the U.S. has stated that it will do what is right for the people of Gaza.

The Forum of Hostage and Missing Families organises weekly protests demanding the release of the captives. The U.S. Envoy, Witkoff, has stated that Hamas will be held responsible for any damage suffered by the hostages. The United Nations Office for Human Rights reports that over 850 people have died around the GHF point, most by Israeli army fire. Hamas claims that there have been 1,400 deaths in shootings near food distribution points and on roads in Gaza.

President Trump believes that everyone should be released and that those who are alive should remain so. The U.S. Administration's plan to end the war in Gaza and ensure the return of the captives has not been publicly disclosed. The complexities and ongoing violence in Gaza continue to pose significant challenges to the realisation of Witkoff's peace plan.
