Iranian officials, however, insist that any such consortium must be located within their borders and cannot replace domestic enrichment capabilities[2][3].

Amidst these negotiations, Iran's Deputy Foreign Minister, Kazem Gharibabadi, is working diligently to prevent a non-compliance resolution at the upcoming IAEA meeting, a move that could trigger snapback sanctions[1].
