U.S. Declaration Condemning Soviet Occupation of Baltics to be Commemorated by Lithuania at 85 Years
On July 23, 1940, US Secretary of State Sumner Welles issued a formal statement refusing to recognize the annexation of Lithuania, Latvia, and Estonia by the Soviet Union. This declaration, known as the Welles Declaration, marked a significant moment in international relations, asserting the U.S.'s opposition to Soviet expansionism and reinforcing the principle that territorial annexations achieved by force would not be accepted under international law.
The Welles Declaration was important for several reasons. It asserted the international law and sovereignty rights of the Baltic states despite Soviet control, providing moral and political support for the Baltic peoples’ claims to independence. The declaration also set a precedent in international relations, influencing how other Western countries and future events related to territorial sovereignty and occupation were viewed.
The significance of the Welles Declaration has been cited in later geopolitical contexts, including Ukraine’s modern struggle against territorial aggression, underscoring the principle of non-recognition of illegal annexations or occupations.
This year, on July 23, the Lithuanian government and Foreign Ministry are organising a commemorative event in Vilnius' Washington Square to mark the 85th anniversary of the United States' declaration condemning the Soviet occupation of the Baltic states. The event will feature live music provided by the National Defense Volunteer Force Big Band, a flag tribute to Lithuania and the United States, and the performance of both countries' national anthems. American-style snacks will be served at the event.
It is worth noting that the United States has never recognized the Soviet occupation of the Baltic states, and the flags of Lithuania, Latvia, and Estonia continued to fly outside the US State Department during the 50 years of Soviet occupation. Furthermore, throughout this period, Lithuania maintained an embassy in Washington, D.C.
The commemorative event is held annually by Lithuania to express gratitude to the United States for its unwavering support and commitment to the principles of international law and sovereignty during a critical period in the Baltic states' history.
The Welles Declaration's impact on international politics is evident, as it established a firm stance against Soviet expansionism, underscoring the importance of defense and sovereignty in geopolitical discourse. In current events, this principle is reminiscent in the discussion surrounding the territorial issues facing Ukraine, demonstrating the declaration's enduring relevance in general-news contexts.
In remembrance of this significant event, the Lithuanian government organizes an annual commemoration in Vilnius' Washington Square, highlighting the strong defense and political ties between Lithuania and the United States, symbolizing a continued dedication to upholding international law and sovereignty.
