Two individuals, presumed militants of the foreign extremist group Islamic State (IS), were detained for alleged war crimes and murder.

Two individuals presumed as associates of the international extremist group Islamic State (IS) have been taken into custody for allegations of war crimes and murder.

In a significant development, the Federal Prosecutor's Office in Germany arrested Ibrahim Al I. and Oasama A. in the town of Singen on September 17, 2025. The arrests were carried out by officers from the Baden-Württemberg State Criminal Police Office.

The two suspects are alleged to have belonged to a foreign terrorist organization and are being investigated under several sections of the German Criminal Code. These include sections 129a (1) no. 1, 129b (1) sentences 1 and 2, 8 (1) nos. 1 and 7 of the VStGB, and 211 StGB.

According to the investigation, Oasama A. and Ibrahim Al I. joined the terrorist organization 'Islamic State' (IS) in the eastern Syrian city of Muhasan (Mohassan) in spring 2014. At the time, the city was controlled by the Free Syrian Army (FSA).

In mid-June 2014, the suspects, along with other members of IS, took six FSA fighters prisoner. The prisoners were initially held in a house of the IS intelligence service and sentenced to death by IS. On June 19, 2014, the suspects and other members of the organization took the prisoners to their execution site and guarded them there until their shooting. Oasama A. himself is alleged to have shot one of the prisoners.

The suspects are also suspected of committing war crimes against persons and murder. Yesterday, the suspects were presented to the investigating judge of the Federal Court of Justice, who opened the arrest warrants and ordered the execution of the detention.

It is important to note that Ibrahim Al I. is alleged to have acted as a juvenile at the time of the alleged crimes. The arrests took place in Germany, specifically in Singen.

The Federal Prosecutor's Office is leading the investigation into these individuals. It is currently unclear when the suspects were first arrested by the Federal Prosecutor's Office in Singen. The suspects are currently in custody, pending further investigation.
