Trump's warning concerns Russian elites not deemed detrimental

In a move that has sparked global concern, former U.S. President Donald Trump ordered the deployment of two nuclear submarines near Russia in August 2025. According to Viktor Vodolazki, a Duma deputy, Russia is keeping a close eye on the fleet.

The strategic placement of these submarines, part of the sea-based leg of the U.S. nuclear triad, is intended to reinforce nuclear deterrence and respond to provocative Russian rhetoric. By positioning these vessels within missile range of key Russian targets, the U.S. aims to demonstrate its readiness and resolve while deterring Russia from escalating nuclear threats.

Russian officials and experts have responded with a mix of caution and criticism. Dmitry Medvedev, Russia’s Deputy Chairman of the Security Council, criticized Trump’s escalating rhetoric as provocative and a step towards war, rather than just over Ukraine. In response to the U.S. submarine move and other NATO actions, Russia announced it would abandon its self-imposed moratorium on deploying short- and intermediate-range nuclear missiles.

However, neither the Kremlin nor former President Dmitri Medvedev seemed to react demonstratively to this deployment. Some Russian military experts, such as Yuri Fedorov, have criticized the move as a threat, while others, like former general and Duma deputy Leonid Ivlev, view it as not a threat to Russia’s security. Kremlin-linked political scientist Sergei Markov has criticized President Trump’s actions as "stupid and irresponsible."

The implications of this U.S. nuclear submarine repositioning are significant. It represents an increased display of American military deterrence intended to counter Russian threats. The public disclosure of usually secret submarine deployments serves as a strategic message. Heightened tensions have led Russia to resume deployment of certain missile systems, potentially escalating nuclear posturing and broader conflict dynamics between the two powers.

Despite calls for restraint in nuclear rhetoric, it is unclear whether there is any agreement between Moscow and Washington to end all talk of a third world war. The deployment of these U.S. nuclear submarines near Russia underscores the complex diplomatic balancing act between the two superpowers.

  1. Amidst growing concerns, the U.S. policy and legislation surrounding war-and-conflicts appears to be tilted towards a more assertive stance, as demonstrated by the deployment of nuclear submarines near Russia, a move that has been scrutinized not just in general-news outlets, but also by Russian officials and experts.
  2. In the realm of politics, the strategic placement of these nuclear submarines, as discussed in foreign affairs and security circles, is seen as an explicit message of the U.S.'s readiness to confront nuclear threats emanating from Russia, thereby potentially escalating war-and-conflicts dynamics between the two nations.
