In a highly anticipated meeting, Donald Trump and Vladimir Putin met for a summit in Alaska on Friday, marking their first bilateral meeting since 2019. The summit, held at Joint Base Elmendorf-Richardson in Anchorage, was set against the grim backdrop of the ongoing war in Ukraine, which began with Russia's full-scale invasion in February 2022.

Historically, Trump met Putin six times during his first term as U.S. president, with their 2018 Helsinki summit standing out for Trump's controversial stance appearing to side with Putin's denial of Russian interference in the 2016 U.S. election. Trump had expressed confidence during his 2024 campaign that his strong relationship with Putin could swiftly end the war in Ukraine, even claiming he could do so on his first day in office. However, over recent months, Trump has grown more critical of Putin due to Russia's "relentless onslaught" against Ukraine and increasingly destructive attacks, signaling a moderation in his earlier optimistic expectations about resolving the conflict.

For Putin, the summit was an opportunity to repair his relationship with Trump and potentially unlace the West's isolation of Russia following its invasion of Ukraine 3 1/2 years ago. Putin emphasized the "brotherly nation" ties to Ukraine and described the situation as a tragedy while acknowledging the severe deterioration in U.S.-Russia relations since the Cold War. He credited Trump's efforts to facilitate a resolution in Ukraine but framed the conflict as fundamentally related to Russian security concerns.

Trump, meanwhile, expressed disappointment with the lack of progress, stating after the nearly three-hour meeting that "We didn’t get there." Putin refused to agree to a ceasefire or pause in hostilities, even as Russian forces continued attacks during the talks. Both leaders hinted at possibly meeting again but made no firm commitments.

Experts analyzing the summit viewed it as a missed opportunity, with Putin employing delay tactics and showing intransigence on key issues, while Trump—who has put political capital into peace efforts—failed to extract any concessions. Former Trump national security adviser John Bolton suggested Putin’s primary goal was to regain a favorable personal relationship with Trump rather than addressing sanctions or conflict resolution.

The summit's exclusion of Ukraine's President Zelenskyy raised concerns in Kyiv and Europe about possible concessions to Russia. Critics suggest that the meeting gives Putin an opportunity to get in Trump's ear to the detriment of Ukraine. Putin has been open about his desire to rebuild U.S.-Russia relations now that Trump is back in the White House. However, Trump has stopped claiming he could solve the war in Ukraine in 24 hours after becoming president.

In 2016, Trump cast doubt on findings from U.S. intelligence agencies that Russian government hackers had stolen emails from Democrats and released them to hurt his opponent Hillary Clinton's campaign. Trump has also ordered the repositioning of two U.S. nuclear submarines in response to Putin's actions. Trump has offered conflicting messages about his expectations for the summit, calling it both a "feel-out meeting" and a potential for "very severe consequences" if Putin doesn't agree to end the war in Ukraine.

Despite these tensions, Trump has expressed positive sentiments towards Putin after the Russian leader's invasion of Ukraine in 2022. Trump has previously expressed admiration for Putin, praising him as "pretty smart" for invading Ukraine. Putin has pushed for a summit with Trump, trying to pivot from the Ukrainian conflict. Putin has also emphasized the prospect of launching joint U.S.-Russian economic projects as a topic for discussion in the summit.
